Promoting the Regional Development of the City of Madrid
The European Regional Development Fund (ERDF) aims to strengthen economic, social and territorial cohesion in the European Union by correcting the imbalances between its regions.
ERDF finances shared responsibility programs between the European Commission and the national and regional authorities of the Member States. Member State administrations choose which projects to finance and take responsibility for day-to-day management.
The ERDF Operational Programme for the Madrid Region 2014 - 2020 was approved by Decision C (2015) 4925 of the European Commission of 14th July 2015, as amended by Decision C (2017) 8949 of the European Commission of 19th December 2017.
The ERDF Operational Programme was configured as an essential strategic reference for the regional contribution to the smart, sustainable and inclusive growth objectives advocated by the Europe 2020 Strategy. It establishes the basis for a strategic definition aimed at addressing the weaknesses and threats that affect the region’s economic and social progress by selecting, among others, the following Thematic Objectives:

The ERDF Operational Programme for the Madrid Region 2014 - 2020 allowed for participation by the councils of towns with more than 35,000 inhabitants for their contribution to regional development under Thematic Objective 2. This participation would include actions such as solutions based on the application of new technologies for managing municipal public service provision within their scope in the environment, security, public mobility, culture and sports, as well as projects to facilitate public access to the local administration. Participation in Thematic Objective 4 would be through actions in energy efficiency and renewable energy in public buildings and infrastructure and promoting sustainable urban mobility. For Thematic Objective 6, it would include actions to protect cultural heritage and promote natural areas of tourism interest.
In this way, the Madrid regional government approved the regulatory bases for allocating the assistance programmed in Thematic Objectives 2, 4 and 6 in the ERDF Operational Programme for the Madrid Region 2014-2020 among the region’s local councils through its Order 1029/2018, of 18th October, on the Government’s Vice-Presidency, Ministry of Presidency and Spokesperson. Subsequently, on 26th December 2018, an Extract of Order 2419/2018, on the Government’s Vice-Presidency, Ministry of Presidency and Spokesperson, was published in the BOCM (Official Gazette of the Community of Madrid), approving the call for grants to local councils in the Madrid Region for Intervention Strategies in the aforementioned Thematic Objectives.
Lines of action
Final Resolution of the Ministry of Finance and Civil Service of 17th October 2019 contained a decision on the call for applications for assistance to local councils in the Madrid Region for intervention strategies under thematic objectives 2, 4 and 6 of the ERDF Operational Programme 2014-2020. It granted Madrid City Council ERDF assistance for the following lines of action and for the amounts given below:

Line of Action 4
Restoration, refitting, development and enhancement of buildings, areas or other historical and cultural or heritage interest elements. Define uses based on a blend of sustainability, innovation and culture criteria, promoting areas of tourism and cultural interest and social utility in degraded and vulnerable districts.
