Madrid participates in the Spanish Government’s External Action programme and complements it in city diplomacy matters
Madrid City Council is a member of the network for public diplomacy that constitutes the Casas (institutions). It sits on its board of trustees and regularly collaborates with it on administrative governance issues and cultural, social, economic and diplomatic dissemination. With this effort, the city acts as a bridge between Madrid and other regions and continents, working with the Ministry of Foreign Affairs, the European Union and Spain’s Overseas Cooperation organisation as a matter of state.
The City of Madrid is home to Casa de América (Americas Foundation), Casa Árabe (Arab Foundation) and Sefarad-Israel Centre. Casa Asia has its headquarters in Barcelona but has a branch in Madrid. All of them are located in municipal heritage sites.
These institutional collaborations also include the Fundaciones Consejo (international foundations) through which Madrid promotes bilateral relations with certain countries that are especially important for the city, involving itself in them together with other public administrations, companies and civil society. The Madrid City Council is a trustee of the Spain-Japan, Spain-China, Spain-India and Spain-Australia Council Foundations.

Founded in 2006, it functions as a strategic centre for Spain’s relations with the Arab world. It is a joint initiative between national and regional administrations with its own legal personality. It is headed by the Ministry of Foreign Affairs. It serves as a meeting point for different public and private actors and institutions in business, education, academia, politics and culture. They also dialogue, interact, establish lines of cooperation and undertake joint projects.

This public diplomacy institution was founded in 2001 and is led by the Ministry of Foreign Affairs. It was created to contribute to improving understanding and promote relations between Asia-Pacific societies and Spain in the institutional, economic, cultural and educational spheres, as well as to bring points of view closer together and facilitate the exchange of cultures, ideas and projects of shared interest.

This public interest consortium was founded in 1992 and is led by the Ministry of Foreign Affairs. It aims to strengthen ties between Spain and the Americas, especially Ibero-America. It organises events including seminars, conferences, panel discussions, exhibitions, film screenings, and symposiums.

Since 2009, Madrid City Council has provided a headquarters for this Foundation, which is an official Japanese cultural body (analogous to Spain’s Instituto Cervantes). It aims to strengthen cultural, economic and tourism links with Japan and satisfy Spain’s cultural interest in that country, which has grown exponentially among the people of Madrid in recent years.

A private non-profit foundation under the honorary presidency of H.M. the King of Spain, in which the Ministry of Foreign Affairs and other public and private entities participate. It is a space for reflection, a laboratory for ideas and a generator of publications that analyses international politics from a Spanish perspective, with the participation of leading experts from a wide range of academic, professional and ideological backgrounds. Through its patronage of this institution, the Madrid City Council participates in constructing a Spanish, multilateral vision of today’s world, complementing its work in city diplomacy and contributing to Spain’s external action.

Founded in 2006, this public association is promoted by the Ministry of Foreign Affairs to establish a meeting place for Jewish communities and organisations in Spain and worldwide. It disseminates the rich Sephardic historical legacy and the political, economic, social and cultural reality of the Jewish communities worldwide and of Israel and Spain. It is also the organisation that represents Spain in the International Holocaust Remembrance Alliance.
