International organizations

We work with different bodies worldwide, uniting the local with the global

Madrid City Council carries out a range of activities in which different types of well-known international organisations participate, including several Specialised Agencies of the United Nations System and others of a global and European nature. Generally, the members of these organisations are national governments, but participation by cities is growing.

Madrid has signed agreements with several bodies in recent years to carry out different technical, advisory and humanitarian tasks. Among the most recent are those signed with UN-Habitat, UNWTO, FAO, UNHCR, ILO, and UNICEF.

International organizations

  • Union of Ibero-American Capital Cities (UCCI)

    Founded in 1982, this international organisation is sponsored and funded by Madrid City Council. In practice, it is a network of cities cooperating technically in municipal governance. UCCI is recognised by the UN as a member with consultative status of its Economic and Social Council (ECOSOC) and is present, as is Madrid, in the Global Task Force of Local and Regional Governments that issues its recommendations to the United Nations on the Urban Agenda. It is based in Madrid, and the city’s Mayor is one of its co-chairs.

  • UN-Habitat

    It is the United Nations Human Settlements Programme and, therefore, responsible for UN urban policies and recommendations. Its objective is to promote more socially and environmentally sustainable cities. It has an office in Madrid.

  • United Nations Development Programme (UNDP)

    United Nations agency for international development, eradicating poverty, reducing inequality and strengthening local capabilities. It is present in almost every country in the world. Madrid has collaborated with UNDP in developing localisation frameworks for the Sustainable Development Goals in different parts of Ibero-America.

  • International Labour Organisation (ILO)

    One of the first international organisations, created in 1919 and since the birth of the United Nations in 1946, it is the UN’s Specialised Agency for defending labour rights. It formulates international standards for freedom of association, collective bargaining, and the abolition of child and slave labour and advocates for equal opportunity. Its membership includes national governments, trade unions and business organisations. Madrid collaborates with the ILO in the fight against informal employment and child labour in Ibero-America, and other activities. It has an office in Madrid.

  • World Tourism Organisation (WTO - UNWTO)

    This is the only United Nations Specialised Agency with its primary and permanent headquarters in Madrid. So, it is the international organisation par excellence of this city which is also the capital of one of the world’s most popular tourism destinations. For this reason, Madrid has sometimes been called the world’s tourism capital, as several trade bodies involved in training, development and tourism intelligence are based in Madrid. It is the home of FITUR, the world’s leading international tourism fair.

  • UN-Women

    Officially called the UN Entity for Gender Equality and the Empowerment of Women, it collaborates with the City Council’s department that specialises in these matters, which also issues cross-cutting recommendations that apply to all Madrid City Council’s work, on occasion, to all residents.

  • Organisation for Economic Cooperation and Development (OEDC)

    This body coordinates the social and economic policies of the world’s most developed countries. Its mission is to promote economic growth and raise living standards and employment in member countries for sustainable, stable and fair development. Madrid collaborates with this organisation in promoting the UN Sustainable Development Goals to the city’s private sector and using its statistics and indicators.

  • Organisation of Ibero-American States for education, science and culture (OEI)

    Part of the Ibero-American Community of Nations System and founded in Madrid in 1949, where its headquarters are located, the OEI is an intergovernmental organisation that seeks educational, scientific, technological and cultural cooperation among its member countries, promoting integration and defending multilateralism and democracy. In Madrid, it helps to transmit Ibero-American culture to the city’s residents (almost a quarter of the city’s population was born across the Atlantic). It disseminates Madrid and Spain’s cultural and educational reality among its members.

  • United nations system staff college (UNSCC)

    This body provides training and professional development for staff of the different UN Agencies, Funds and Entities. Some of its activities are based on training courses and programmes developed by Madrid universities.

  • International Committee of the Red Cross (CICR) and Spanish Red Cross

    This was the first ever international organisation, created in 1863. It is a humanitarian organisation that continues to serve the victims of wars and disasters worldwide, coordinating the efforts of the National Red Cross and Red Crescent Societies that have been created around the globe. Madrid City Council collaborates continuously with the Spanish Red Cross through humanitarian aid projects that convey the solidarity of the people of Madrid to places in need around the globe.
