Recovery plan
Madrid City Council’s Anti-Fraud Measures Plan defines measures, procedures, processes and checks to prevent fraud in managing Recovery and Resilience Facility funds managed by Madrid City Council.
The anti-fraud measures are grouped around the four pillars of the anti-fraud cycle. In particular: (i) prevention; (ii) detection; (iii) recovery, and (iv) and prosecution.
Prevention
Assessing fraud risk, training managers and monitoring all actions.
Detection
Detecting fraud situations missed by prevention measures using databases, fraud indicators and whistle-blowing channels.
Recovery
Recovering from fraud situations, suspending procedures, notifying the authorities concerned and reviewing projects exposed to risk.
Prosecution
Pursuing frauds detected, initiating a confidential inquiry, reporting and prosecuting.
Through this Plan aproved by the Governing Board of Madrid, on March 24, 2022, Madrid City Council complies with Order HFP/1030/2021, of 29th September, establishing the management system for the Recovery, Transformation and Resilience Plan, which, among other issues, requires the approval of a plan of anti-fraud measures for the management of funds from the Recovery and Resilience Facility.
