Madrid is raising Next Generation funds
Learn about Madrid’s response to the NextGeneration EU challenge to make Madrid the best place to live and work by 2030.
Following the crisis caused by Covid-19, in 2020, the European Union drew up a Recovery Plan called NextGeneration EU, with a financial envelope of €750 billion for the period from 2021 - 2026.
The Recovery Plan through the Recovery and Resilience Facility, its instrument for granting the assistance, will lay the foundations for a modern and more sustainable Europe. In Spain, the national government’s Recovery, Transformation and Resilience Plan sets out the country’s strategy for allocating the €140 billion of transfers and loans from the European fund.
To position itself for the opportunities opened up by these funds, the Council has prepared the Recovery, Transformation and Resilience Plan for the City of Madrid. The Plan establishes strategic priorities and projects to attract up to €3,900 million for 105 investments to boost the City’s transformation strategy.

The Plan constitutes the positioning of the city regarding the opportunities offered by the European Financing Framework Next Generation EU, through the "Spain Can Plan", to enhance its transformation strategy for the next 10 years.
The plan comprises 105 investments that are structured into 10 lines of action and aim to create a more sustainable, digital, and inclusive city for citizens:
- RENATURALIZATION OF THE CITY
- WASTE MANAGEMENT AND CIRCULAR ECONOMY
- ENERGY EFFICIENT AND RENEWABLE
- DIGITAL SMART AND TRANSFORMATIVE MADRID
- SUSTAINABLE MOBILITY AND AIR QUALITY
- INNOVATIVE EMPLOYMENT AND ENTREPRENEURSHIP
- SOCIAL COHESION AND TERRITORIAL BALANCE
- URBAN REGENERATION
- RESILIENT MUNICIPAL INFRASTRUCTURES AND SERVICES
- RESILIENT AND EMPOWERED CHILDHOOD, ADOLESCENCE, AND YOUTH
Additionally, there are 12 major "tractor" projects. More than half of the planned actions in the Plan are focused on these 12 projects, characterized by a powerful long-term transformative effect, which are the main drivers of the Plan's economic, employment, environmental, and social cohesion vectors:
